WikiMapping- Comments List Feature

We created a running comments list that is particularly helpful when reviewing projects.  It also helps people viewing a project to see what others have shared.  You simply double click on the list, and the dialog for the selected feature will show up.

The list is turned on by default, but it can be toggled on and off with the little blue triangle button.

After clicking on the comment, the dialog pops up.
